Mr. Thornton “Mark” Spain is Deputy District Director for the Hawaii District of the United States Small Business Administration. Based in Honolulu, Spain brings to the Federal agency years of extensive experience in the core competencies of leading people and change, attaining quality results, possessing strong and diverse business acumen and a demonstrated ability to build quality coalitions in diverse communities based on a true Win-Win for small businesses and the customers they serve.

Spain is responsible for the efficiency and effectiveness of the daily operations of the Hawaii District Office. The Hawaii District is the largest district in terms of geography for the SBA. This district area covers from Hawaii to the South Pacific focused on American Samoa, on to the Western Pacific by providing services to important locations such as Saipan and Guam. In fact, the workday for the SBA starts in Guam and ends in Hawaii.

Shannon co-founded Holomua Consulting Group with Daphne in order to meet a demand for strategic planning and compliance among SMALL BUSINESSES government contractors. As President and Senior Consultant, Shannon oversees the firm’s corporate matters and advises clients on a variety of issues including SBA set aside program qualification and compliance, regulatory updates, government contractor compliance, contract administration, human resources compliance and affirmative action plans.

Immediately prior to co-founding HCG, Shannon was General Counsel for Pelatron, Inc., a federal government contractor and a former U.S. Small Business Administration (SBA) 8(a) Business Development program participant. As General Counsel, Shannon handled all legal matters for Pelatron, including contract preparation and review; human resources compliance; SBA, FAR and regulatory compliance; succession planning; and corporate governance. During her time with Pelatron, Shannon successfully guided Pelatron through an OFCCP audit and instituted a TRAINING PROGRAM for employees on various legal topics relevant to government contractors.

Before joining Pelatron, Shannon was an attorney with Goodsill Anderson Quinn & Stifel, one of the largest law firms in Hawaii, where she practiced in their labor and EMPLOYMENT group. Prior to her work at Goodill Anderson, Shannon was a litigation attorney with Bledsoe Cathcart Diestel Pedersen & Treppa in San Francisco, California.
